wierd theory , maybe this little urban tweak / tradition massivly contributet to the Roman success … as it forces the “Passiv income Class” into a “celebrety” kind of person and City Patron , (always watched and to be screamed at when somebody wants to endure the social cost) Thereby giving rise to the Massiv Populist Building Projects , in which they themself then could Legitimize their Landrents etc…
