It’s hardly just the Biden administration. Who exactly says there is a war with Iran? Iran certainly doesn’t say so. Not every military action requires or results in war.
The only “war” I’ve heard declared is Israel declaring war on Hamas, and that stretches the definition since Hamas isn’t even a country.

Iran in fact went out of its way to very clearly state it does not want escalation.
You have that backwards
Bombing an embassy is an act of war, bombing a country is an act of war. Israel is declaring war with bombs not words.
Maybe in pop culture, but that’s really not how it works.
