The Janitorial service is the one cutting costs because they are not the ones using the toilet paper and they only care about their bottom line. Nicer paper means they lose the contract. Capitalism and somebody else’s problem all the way down.

Still the same cheap 1 ply trash, only we distribute it to the other company locations as well as us. We don’t have janitors, just one random poor soul assigned to deal with it each day.
