If you live in a place that regulates them tightly because they are deemed as a weapon then I would recommend putting some practice in with a sling instead since it’s much more stealthy. Obviously it’s a trade off so a sling is a compromise.
Slings were the deadliest long-range weapon until the advent of the bow and arrow.
If you want to go for a real short range/long range sleeper build in a country that restricts weapons then it’s hard to imagine surpassing a staff or self-defence walking cane and a sling, especially because if you know what you’re doing you can turn that into a staff sling for even more force.
Seems like some goofy thing that you’d only hear about in a D&D game but when you see it in action you realise that it’s actually just a little handheld catapult and you get the idea that it’s actually kinda deadly.

Reminds me of how the Atlatl (spear thrower) increases the force behind a javelin, just with a sling.
